The UK and US have announced a significant commercial pact that will maintain no import taxes on British pharmaceutical shipments entering the US market.

The Terms of the Accord

As part of the deal, the UK has agreed to increase spending on pharmaceuticals through the public health system. This commitment ensures that import taxes on these crucial exports will be held at zero for a timeframe of 36 months.

This agreement is in response to earlier threats to hike import taxes on patented pharmaceutical products, with increases floated up to one hundred percent.

"This agreement with the Britain reinforces the global environment for innovative medicines and brings much-needed balance to American-British drug exports," a statement noted.

Trade Significance

Medicines are one of the the United Kingdom's most significant exports to the America, which is clearly the biggest buyer for large UK drugmakers.

Statistics reveal that in the year leading up to September, the UK sold drugs valued at £11.1bn to the US. This figure accounted for nearly one-fifth of total UK exports in that period.

"This guarantee secures employment, boosts investment and sets the stage for the UK to establish itself as a worldwide center for biotech and pharma," the Business and Trade Secretary stated.

Specific British Pledges

The agreement involves several key changes from the United Kingdom:

  • Revised Affordability Limit: The UK will raise the price threshold at which it judges new therapies to be prohibitively costly by twenty-five percent.
  • Boosted Medicine Funding: There is a aim to double overall health service expenditure on drugs from 0.3 percent of GDP to 0.6 percent over the next decade.
  • Payback Limit: The percentage drug companies must return to the NHS to prevent overspending will be capped at 15%. Previously, refunds exceeded twenty percent.

Industry Background

The pact follows a protracted tension between the sector and the ministers over spending levels and NHS adoption.

These tensions were exacerbated by arguments that American consumers were charged several times more for the identical medicines than consumers in the Britain and the EU.

Recently, several significant manufacturing plans in the UK have been paused or cancelled, while substantial expansions have been announced toward projects in the United States.

A senior figure acknowledged that the NHS must increase expenditure on drugs, noting that its budget allocation on drugs had declined as a share of its resources over the last ten years.
