Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the presentation of a new 28-point plan for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of contrasting events captured the bleak nature of the current period. By day, diplomatic battles are fought: hopeful statements are delivered from different nations. Immense energy is allocated on containing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "resolution".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a ability afforded by current data. From vantage locations, Ukrainian air force fighter jets that had been dispatched to intercept incoming aerial threats flew past – modern combat jets delivered to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons thundered: multiple launches deployed against a incoming threat. This was a modern interception technology at work, most likely delivered by allied countries. Every launch jolts you unexpectedly, rattling buildings. The brief panic quickly becomes sober acceptance: perhaps the incoming missile won't cause damage this time, protecting urban areas from devastation and another blackout.
Continuous Dangers
Following this, a heavy machine gun opened up on a unmanned aircraft somewhere nearby, part of a rapid response unit – probably Western-made equipment. Unfortunately, the shots failed to hit the enemy aircraft – it continued its flight toward its objective.
With pauses, this persisted until dawn. Kyiv greeted the morning news: seven people killed, damage and utility failures in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – experiencing conflict. But those full day illustrated Ukraine's vital need on Western support – a dependence that regional partners are evidently unprepared to substitute in the near term.
Unsuccessful Negotiations
The comprehensive proposal from American leadership generated strong feelings, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from Washington unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, persist.
Political Considerations
It is convenient to criticize particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. US administration works based on a premise understood by seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The US administration assumes that it is unfeasible to force Russia to abandon the land that it already controls in Ukraine's occupied territories.
The problem is that while acknowledging this situation, American administration does nothing to deter Moscow, through statements or actions, from believing that the situation will not evolve additionally in its advantage in the months ahead.
Opposing Positions
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their incentive to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a complete military breakdown until circumstances change in its favour.
Current Realities
Realistically, there are no actual prerequisites for a ceasefire. Now, individual motivations are coming into play: leadership ambitions to mediate resolution and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unworkable, so that their priority does not switch to domestic problems. And although their objective will now be considerably more difficult after current events, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a only one week to terminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.
While new plans based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and demonstrate specific hesitation to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
